Tbh forum advertising is going to be quite limited in returns (have tried myself and seen little improvement to the Australian community)
It would be a reasonable idea to think of some SEO strategies get some unique traffic through the website and consequently new players. Not an expert in the area but you would have to assume being listed highly for keywords like "free fps game" would do some good.
Another other idea that would help sustain numbers would be getting the files available to download from file sharing/hosting websites i.e http://www.ausgamers.com, www.gamershell.com, http://americasarmy.filefront.com ect. or even tournament websites (TWL, CG ect.)
Edit: Also another cheap way: $75 Addwords voucher <if we get a few diff peps to apply for them and set them up for different regions that would be good
