However, I will say I would take a portal welcome page over a splash page any day and I'm sure others would agree. (yes men say yes)

Why not combine both? Getting a sweet banner wouldn't be too hard, and would still give space for the Portal.

splash is way overrated, most of the time i don't go to sites with them its annoying, I don't want a click fest to the content I want to read.

All you need is a navigation bar that take you to the about, contact, and forum pages. Maybe a banner too, in case you cant remember what website you are on.

I always forget where I'm at..
So when I go to a new web page I just write down where I am on a sticky note so that when I forget where I'm at I just look at what I wrote.  Problem is.. I usually forget to write down where I am in the first place  :-\
