question about a banned player on a server

can you tell me when a player is banned for a day on ip cause of  not following server rules  after several warnings  can they still join the same server ??   please explain this to me ?

Ban someone by IP, they can reboot router and get new IP.
Ban by player name and they can change their name (only once in 24hrs)
Ban by MAC and they stay banned unless their good and know how to change their mac.

If I remember correctly Linux (and maybe Macintosh too) clients send MAC with all 0's. Banning such player by MAC results in banning everybody with those OSes.

That's why banning by MAC is a killable offence (killable by me) unless you are absolutely sure that the idiot you want to ban is a Windows user (usually true but not always).
