Account was requested on HWID that had not been used before.
It was not until afterwared he used the linked accounts.

It's not a perfect system, but it's the one we got.

There is not an active hunt for second or third accounts

we cannot tell how well someone plays without first activating a account. If theres no previous link, then we believe its a new player. we dont know otherwise unless people come in to report the indiviual. we can then check into them too see if maybe he is then linked.

basically we cant tell how a player plays the game until after we activate him

He register a new account on a hardware and IP that has not been used before in our system on 2013-09-16.

He then logs in with this account ONCE:

On the 2013-09-27

If he got the second account from someone else or it was his from accident history I don't know.
Ip trace suggests that the account wasn't his from the beginning, he's from Croatia, the IP's accociated to 317059 before 2013-09-27 is all from Poland.

But at the time of the account activation, we had no information that he had access to another account.
We cant help if someone gives his account to someone else.
