Regarding Google Ads, I have first experience with it and it's mad expensive even for a profitable business. In my opinion, the best thing you can do for this game is record yourself and upload videos on Youtube, Reddit, Tiktok

America's Army is still a trademark of the US Army, while they might not care about a few people playing on a 20 year old game, they care about the name itself. Steam is never going to let you publish a game you don't own the rights on their platform. Also, AA3 is on Steam as well and no one plays it.
