I was getting 240 fps which is my monitor's refresh rate. When I set my MaxClientRate/netspeed back to 10001, I stopped warping and still had the same FPS.

warping must be caused by high FPS, if you have DirectX 9 (DX8 to DX9 wrapper) enabled on 25Assist client, you can limit the FPS as shown in this image below:

AA competitive servers typically always had the fastest and best servers. Most used the following settings:

[IpDrv.TcpNetDriver]
MaxClientRate=10001
MaxInternetClientRate=10001
NetServerMaxTickRate=100
LanServerMaxTickRate=100

[WinDrv.WindowsClient]
MaxDesiredFrameRate=500.000000

Although, nowadays you could probably use a clientrate of 20000. The user's Armyops.ini file would also need to match this or have higher netspeed to take advantage of it.
