It shouldn't. FRAPS updates like 1000 times a second so you can see where FPS is exactly and there's no set points like 60, 30, 20, 15 and so fourth. I do use triple buffering (default on newer Nvidia cards) but even still, 55FPS is, to me, the same as 60. I think the majority of the problems in the level is the abundant amount of poorly-coded AI features (as well as being offline, you should know by now that things in AA 2.x replicate differently offline than they do online). In my Pipeline, I have the same problem, it doesn't max anything out, the engine just can't do it. I do blame some of this on the devs because... they coded the AI (not their first time doing this) and made the map.
I guess the moral is; some games are ported, some games are rushed. Either way, faster and newer hardware won't overcome the issues.
