I believe the devs got around it on later versions by making you have an M16 instead of an SF on Hospital if you had Adv. Marksmanship disabled.
Don't know if they did something different on Urban, though.

Nope, not noob just becuase I have low honor, had to restart. you know some people also get some luck. If you shoot your bullet has to go somewhere, sometimes it hits their head, sometimes it doesn't. Sometimes you have a good day, sometimes you just miss everything. It happens.

Seems this game has potential...

It's the most important word in this case yes, all fun aside. It is not anything good YET. but it is possible to make it a lot better with some adjustments.
