I toke a look at Juzek's ini, just because, in my opinion, he is in the top5 america's army players of all time, and didn't see any major changes from the standart ini (specially sound tweaking), so that proves you can be a top player without significant changes.

You open the console and type afc (afc stands for Admin Force Class). This will then give you a weapon code to put after the command. For example, to force class an RPG would be afc rpg, an M4/SF is afc sf, etc. Everything else like to change the round time, change the map, ban/kick people, you'd press F12 for the admin panel. :)
