how did you make the reinstall of windows?
have you formated the disk proper or just "with a quick format"?
for me, it is the disk that do make the problems, almost for sure.
you should try to run a defrag of the disk and see what happend.
otherwise do a complet full format of you disk and check it again with HD Tune in a while, after running the game.
