General Chat / Official cheats, allowing users to choose their own weapons???

Hi,
I just finished setting up my server, had a great day with dozens of happy players!
I joined a server a while ago were they allowed players to type in a command and choose their own weapon such as "ar, s, g, ak, m9, rpg"
I think this is great but how do I turn this on and how do the players use it?
Please help me
