BANNED!You have banned,You can not play this anymore.
Reason: ROE Violation

Anyone can help me plaese ??
I dont know what to do ??

This probably had to do with a lot of (intentional) team-killing from your side whilst playing.

Anyone got more information about this ban, I can't find any forum post with reports that led to the ban.
All I can see is that the ban was done 4 months ago, and as already said

The original ban on the Account("Your brother") still stands, but I'll remove the ban on the HW.

This means that you will be able to use your account and play, but keep in mind you are on probation, and should there be an issue, this forum thread will be used to punish you.

You open the console and type afc (afc stands for Admin Force Class). This will then give you a weapon code to put after the command. For example, to force class an RPG would be afc rpg, an M4/SF is afc sf, etc. Everything else like to change the round time, change the map, ban/kick people, you'd press F12 for the admin panel. :)
