You mean 2 servers together? So Insurgent Camp is like 13 players on each server? I'm confused :(

If that's a picture of Shipment (which it looks like), it has 16 slots on each side, so he means on one server.
Although I don't know how this map would work with 32 players... It's just so small.

I must say in this map you must play whit afc,randomizer ore its getting boring after 10 minuts. Meaby best score wil get how you say furtural flowers.
