I came across this thinking "No way they'll have my state, county or city in it." I was wrong. I'm listening in on actual police conversations between the cars and the station.

I'm pretty sure the police station volunteers for this kinda thing, I don't know whey they would volunteer it but... It's pretty cool. Now I know if they're coming for me :D

AFAIK, in the US airwaves are considered public or something.  For instance, for awhile (I doubt it works currently, either due to legal reasons or technical/encryption) you could legally buy a dish and a certain kinda receiver and receive free cable in the 90s-2000s.

For decades you could always buy a legal police scanner which would pickup police radio & airport radio and stuff like that.  I'm guessing some guy just has one of those with its output going to the computer, which is being streamed over shoutcast or whatever.
