I've been talking to this guy on Facebook. Long story short, he's porting MOUT McKenna to UE4.

It would have to be it's own game. The UE4 Engine is free for now and has quite a few templates built in to start with.

Their model seems to be paying for content ( meshes, textures, blueprints ) vs paying for the engine. A full blown game is way above my head but getting the maps and resources into UE4 is not.

Its not a bad model, you can find proper assets around ( the crytek humble bundle happens to be still live https://www.humblebundle.com/cryengine-bundle ). I personally rather see a mission with a daylight setting rather than one such as Mt. McKenna ported to a more modern engine, but its just my opinion.

I just started with McKenna because it's an old school TWL match map. Spent quite a few hours on that one.
Dusk might be an easier port...

Hello!

I'm not entirely sure about the maps, but I do know that earlier maps (i.e Bridge, Pipeline, McKenna) are quite different from later maps. From what I remember from the editor, it looked like they had huge static meshes (or something of the sorts), for example I remember the bridge being 1 huge mesh.
I don't know if this makes it easier to more difficult to convert, though.

As for the free engine and pay per content, in all honesty the maps within Assist/AA still belong to AA developers/the US Army. So if one were to use them in another game, they'd need to get their permission.
