Hi i found one old account that i used to play with that i just reopened to make the claim if possible on my newest account

In principle, sure. But it's for when you don't have access to your old account anymore.

Furthermore, you only specified one account. If you wanted to claim honor from one account to another, you'd need to specify your current account information as well.
