Try disabling firewalls.

If you have another computer, try it on that and if it still doesn't work right then it's your ISP and there's nothing you can do about it.

Well if you haven't changed anything else on your computer and you have rebooted your computer and modem + router, plus shut down your firewall and things are still not right I would hazard to guess your having isp trouble.
