I did a quick check on the account Prokilla and Armyanticheat,  I will mask the last digits of the IP
These IPs are also used on ProKilla:

In November 2014 the IP 92.18.167.xxx was used on AAC
April 2014: IP 92.18.186.xxx was used on AAC
January 2015: 92.18.188.xx was used on AAC
August 2014: 92.18.204.xx was used on AAC
Februar 2015: 92.19.35.xx was used on AAC


It seems like this Prokilla guy at least uses the exact same provider.

enough said proof in the bag, no way he can dispute using same ip's from a complete stranger

It is possible. Depending  on the provider (and probably the package) you might have a dynamic IP and get a different one every day.

Although if you checked his history on both games(which I can't really be arsed to do) and he had the same IP during the same time on both on more than one occasion, it's highly improbable.
