 Some idiot has his server set to where if you kill someone, your ROE skyrockets. I accidentally killed a teammate because he went in front of me when I was clearly shooting at an enemy.

 RoE went to -1100 from just that.. I know that's not right.

its the default settings. I don't know on which server, but it doesn't matter.
if you do kill a team mate just 2 seconds after start - its like -1000 honors.

so be careful not to kill friendly within the first seconds.

yes, but this means that you will get in prison when this value is reached.
