Stuttering

So I am capped on framerate and ping used to be pretty consistent until lately. I'll be at like 150 ping, few seconds later 160, then 150, then 159, etc etc. I'm getting constant stuttering in-game and makes it unplayable. I don't understand what's going on, doesn't happen in any other games. I haven't changed anything as far as game settings or system changes. Internet is fiber in Japan and figured it may be a routing issue but I play other games on US servers with no problem.
No packet losses and tried restarting modem/router as well.

Change between a ping of 150 and 160 is nothing surprising playing from more than 7000 km away.

I usually start feeling lag effects at a ping around 120.

Please read my entire post, even with the distance and ping I was not getting this constant stuttering before. The actual ping number I referenced is not important. Even when I had 170-180 or 190 ping on some servers I did not get a consistent stuttering, a lag spike here or there maybe but not the entire time I am playing.

I've even tried an LA server and was getting 105-110 ping and it was still happening.

What do you mean by "stuttering"? Little lag spikes?
Because to me the word would rather suggest a performance issue.

It's hard to explain, it's like whenever I move it stops for a split mini second but keeps going...constantly.

It's weird, tried joining an empty server and staying on a few rounds. It will go away and come back then go away again. Noticed the ping jumps by about 10 when lagging, 5 when not (but doesn't jump as much).
Example: When lagging, 150-160, when not lagging 155-160.

Could be connection I suppose but doesn't make much sense

Have you ruled out performance issues?

Like I said, I doubt that small of a ping change is anything to worry about.

Yes I mean FPS doesn't drop and I don't have it in other games. But I just played a whole match with no issues so I don't know what it is. It seems to happen randomly now.

Wired, gigabit ethernet port w/ CAT6 cable. Computer is only about 2 months old, built myself. No issues until last few days.

Could you post a picture of your video settings in 25Assist(Not AA)

Try to change AA to windowed, and see if the problem remain.

I've had the stutterings just a few days ago, apparently my GPU overheated when playing A*A, and only on A*A.. I had to buy a new computer to fix that shit.

It's funny that you buy a new pc to play AA while often on shitty pc's the only game they can handle is AA

Didn't just buy it for AA, but for BF Hardline aswell & my future Programming Projekts that I have running, was time for a new one anyway.

set the video settings to its lowest - you dont need them really high - and all ist good. easy killings then :)
